Fairy Dance. By W. E. Frost, R.A.
From a book of poems by the Rev. T. J. Judkin.

Seven women, all barefoot and several topless, are dancing on a beach, weaving in and around one another by a natural stone arch in a cliff.

The most likely writer I found was Jhomas James Judkin (1788 – 1871) who wrote “Church and Home Psalmody” —a book that went into at least three editions.
