Otto Weisert was a type-maker in Stuttgart, in Germany. Although he is best known today for the typeface Arnold Boecklin, he made many other designs; this one is Initialen No. 17, or Initial No.18.

These initials were used in the edition i have of Fabiola and i have scanned some of them there.
