Short of money. “Nʹavoir pas de quibus.” “Up” often = out, as, “used up,” “worn out,” “done up,” etc. “Hard up” = nearly out [of cash]. In these, and all similar examples, “Up” is the Old English ofer, over; Latin, s-uper; Greek, υπερ.
